Job Description

Apple Recruitment are recruiting for a Senior Health Intelligence Manager (Band 8B) on behalf of our client, Public Health Agency, to be based in the Belfast area.

Main duties and responsibilities:

Public health Development and Professional leadership

  • Provide expert advice to local and national bodies on the availability and comparability of information for Northern Ireland. This includes things such as liaising with the Royal College of Paediatrics re their profiles of children’s health and briefing the National Expert Working Group on Optimising Data on Medicines Used in Pregnancy on maternity data in Northern Ireland.
  • Represent the Public Health Agency on the HSC Strategic Information Group and the Information Standards Board, the UK Health intelligence network and a range of other local and national bodies leading on local and national long term strategy and policy development.
  • Act as the lead official within the Public Hand liaise with NISRA and DoH regarding such according to the code of practice.
  • Chair the NINIS Making Life Better co-ordination group including departmental officials and NISRA staff to improve access to public health data in Northern Ireland and chair various ad hoc groups as required.

Operational Delivery

  • Take forward the strategic and operational management of the health intelligence function including responsibility for the development of the yearly health intelligence operational plan.
  • Plan and take forward a range of specific research / evaluation programmes organisations as appropriate in line with procurement guidelines and working with partner organisations on cross sectoral research and evaluations.
  • Lead on the production of specific yearly reports such as the DPH ‘Core Tables’ and the ‘Profile on children’s Health’ published as ‘Official Statistics’ as well as a range of internal briefing documents for use by the Public Health Agency and its’ partner organisations.
  • Act as delegated signatory on Operations Directorate budgets and set and monitor spend against budgets for specific research projects.

People Management and information / research governance

  • Manage the health intelligence function within the Public health Agency.
  • Develop and train staff in statistics or epidemiological techniques, complex data analysis, assessment of evidence and improve awareness of current and developing data systems.
  • Act as adviser on for others within PHA and perform highly complex data analysis involving data linkage, epidemiological and statistical analysis including study design , interpretation and reporting and presentation of results
  • Ensure that all relevant standards, procedures and best practice guidance in research and information governance are implemented, embedded and monitored for work carried out by the Health Intelligence team.
  • Responsibility as the information asset owner for a range of information systems within health intelligence and their ongoing development as well as inputting to the specification and development of wider HSC information systems on behalf of the Public Health Agency.

1a). A postgraduate qualification related to research or information or a research based postgraduate qualification AND worked for at least 3 years in a senior information management or research role in a major complex organisation.

OR

1b.) Worked for at least 5 years in a senior information management or research role in a major complex organisation.

2.) Essentials skills and knowledge:

  • Demonstrate practical experience of complex statistical analysis and data management.
  • Have the ability to critically appraise relevant research , policies and evaluations to identify implications for health service and wider public health planning.
  • Ability to communicate complex information in writing and orally, in both large formal and smaller informal settings and to different audiences including professional staff and the public.
  • Demonstrated ability to work under pressure, plan and manage own workload and plan work in advance to meet deadlines.
  • Demonstrate experience in collaborative working with senior officials across organisations.
  • Direct experience of staff management.
  • Have highly developed knowledge and experience of research methodologies and practice.
  • Demonstrate a knowledge and understanding of current public health issues and the role and contribution of research and information in relation to these.

3.) Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment. This criteria will be waived in the case of applicants whose disability prohibits driving but who have access to a form of transport approved by The Organisation which will permit them to carry out the duties of the post.

Desirable Criteria:

  1. Masters in Public health / Health Informatics / Statistics
  2. PHd in health related topic

Further Details:

  • Hourly Rate: £30.16
  • Hours: 37.5 hours per week, Mon-Fri 9am-5pm
  • Duration: Up to 3 months with possibility of extension
