Job Description

Head of Human Resources. Based at Antrim Civic Centre. Initially on a temporary contract. This Vacancy which will be recruited for permanently.

Apple Recruitment are delighted to be working with our client, Antrim and Newtownabbey Borough Council to recruit a Head of Human Resources to lead the team.

This post will be based at Antrim Civic Centre and required to work between Mossley Mill and Antrim Civic Centre. Hybrid may be an option. Hours – 37 hours per week but will also consider part time hours. Hourly rate: £31.28 per hour.

Duties include:

  • Provide creative, innovative and inspiring leadership to enable the delivery of the Human Resources function in Council working to support the Chief Executive and Corporate Leadership Team to enable the delivery of the vision and aims of the Council as outlined in the Corporate and Community Plans.
  • Act as an internal advisor to the Elected Members, Chief Executive, Directors and Senior Management Team on all related matters, supporting the Council operations and the delivery of key strategic priorities of the Corporate and Community Plans.
  • As a member of the Senior Management Team ensure the provision of complementary, effective and relevant HR services.
  • Develop, manage and embed a new People Strategy supported by effective systems and actionable plans to deliver against key priorities and ensure that it continues to evolve to meet future organisational requirements align to meet evolving needs.
  • Develop and review the Industrial Relations Framework and leading the relationship between the organisation and the Trade Unions.
  • Maximise performance across all service areas in line with the Council’s Strategic Performance Management Framework, including effective implementation of individual performance management processes.
  • Lead the development and implementation of HR service strategies, plans, policies and procedures in support of the Corporate Plan and Community Plan, ensuring services are customer and outcomes focused and driven by quality and continuous improvement.
  • Develop strong partnerships with internal and external stakeholders as relevant to the service area in order to meet customer needs and achieve objectives.
  • Ensure the effective management of financial and human resources and associated budgets in the delivery of the service.
  • Manage, support and develop a team of HR professionals aligned to the principles of performance management and personal development.
  • Drive the development and implementation of appropriate digital solutions including integrated HR information and processing systems to provide key HR data to deliver HR services, and meet the necessary reporting requirements for the relevant statutory bodies.
  • Create a culture of collaboration through the HR partnership model developed including a clear framework of accountability to ensure delivery of shared objectives.
  • Establish effective communication within your service area, and drive the improvement of internal communication across the Council in tandem with the Head of Communications and Customer Services.
  • Represent the Council, as required, at all relevant meetings including Council and Committee meetings and deputise for the Director as required.
  • Interpret and prepare reports and consultation responses on emerging policy, legislation and guidance from Government and other relevant bodies.
  • Identify and analyse trends and opportunities relating to the post holder’s responsibilities and to deliver successful change to ensure continuous improvement and ensure service provision meets the needs and priorities for each Directorate.
  • Ensure governance obligations, including legal and audit, are adhered to with respect to service delivery and that all procurement and financial regulations are adhered to.
  • Ensure compliance with the Council’s contracting, tendering and quotation systems/ procedures and ensure effective contract management within service areas.
  • Prepare annual estimates of capital/revenue expenditure and income within the section.
  • To be available from time to time to carry out duties outside of normal working pattern and in addition to basic contracted hours. Such additional hours will be remunerated in line with Council’s approved policies at that time.

You will need:

  • A third level qualification in a relevant subject or professional qualification of an equivalent level. OR 5 years’ relevant management experience as outlined below.
  • 3 years’ relevant management experience in a senior HR role in an organisation of similar scale or complexity*, with strategic influence that includes direct responsibility for:
  • Developing and implementing strategies and business plans, with the ability to prioritise and manage conflicting demands.
  • Providing advice and guidance to senior management on priorities, performance and impact.
  • Successfully leading and managing teams, through change, with the ability to manage a range of concurrent projects within budget.
  • Utilising systems/technology to effectively drive, monitor and measure progress and performance.
  • CIPD professional membership (i.e be a full current professional member with either Chartered Member or Chartered Fellow status)
  • Awareness of the current issues affecting Local Government in Northern Ireland.
  • Full current driving licence, or, if a disability prevents driving, access to a suitable form of transport to enable the duties of the post to be carried out in full.
