Job Description
Apple Recruitment are recruiting for a Band 4 Portfolio Technician on behalf of our client, Business Services Organisation Information Technology Services (BSO ITS), to be based in the Belfast area.
Business Services Organisation Information Technology Services (BSO ITS) operate on the front line of health care providing a range of services for Health and Social Care across Northern Ireland. A Portfolio Office (PO) has been set up to support the delivery of the ICT Portfolio. The Portfolio Office is a fundamental element within BSO ITS operating to provide oversight, scrutiny and challenge, enabling full traceability between agreed strategic plans and investment delivering new capabilities and realising benefits.
Main duties and responsibilities:
Service Delivery
- Assist in the day to day monitoring of Financial expenditure on the Programme Project Management system Project Vision (PV).
- Maintain and update the ITS Financial Management Database (FMD) for Programme and Project expenditures and core expenditures.
- Support the management of processing a high volume of requisitions for both Programme and Core expenditures using internal ITS systems and the HSC e-Procurement system.
- Monitor invoices on the Finance Process Manager System on behalf of ITS to ensure correct budget allocation and prompt payment to suppliers.
- Support and maintain the ITS Business Case and Contracts registers in approved systems.
- Analyse and record prepayment information to assist the completion of in-year and end-year accounts.
- Act as primary point of contact with BSO PaLS and Payments teams concerning the resolution of any issues that arise regarding requisitioning or receipting of goods.
- Support the rollout of the new Programme Project Management System Cora Systems.
- Undertake duties and tasks as required by the Procurement and Contracts Manager.
Development and Innovation
- Engage in personal and professional development to maintain a high level of relevant knowledge and skills.
- Development of knowledge of the relevant business areas associated with the ICT service or Project.
- Maximise the use of ICT Services ensuring best value for money and most efficient use of resources.
Financial and Resource Management
- Assist the Procurement and Contracts Manager with the planning of delegated budgets, deployment of financial resources and personnel in a timely manner to meet planned milestones and timetables.
- Support the approval processes for ICT expenditure, including input to Business Case development, gateway reviews and project evaluations.
- Support the application monitoring and review of support Contracts and Service Level Agreements for ICT solutions and services.

1a). 4 GCSE’s at Grades A-C including English Language and Maths or equivalent qualification AND 2 years’ experience in an administrative role
OR
1b). 1HNC/HND or equivalent/higher qualification in an administrative related field and 1 years’ experience in an administrative role
OR
1c). 3 years’ experience in an administrative role
2.) At least 12 months experience in the use of Microsoft applications including Word, Excel, Outlook and PowerPoint.
3.) Essentials skills and knowledge:
- Ability to work as an effective member of a team and a proven ability work on own initiative with minimum supervision.
- Ability to communicate effectively, both orally and in writing (as appropriate to meet the needs of the post in full), and to establish good professional relationships.
- Ability to analyse complex data and present results in an appropriate manner.
- Ability to work accurately, demonstrating attention to detail, whilst working to tight deadlines.
Desirable Criteria:
- Knowledge and experience of a financial system.
Further Details:
- Hourly Rate: £12.86
- Hours: 37.5 hours per week, Mon-Fri 9am-5pm
- Duration: Up to 3 months with possibility of extension
