Senior Human Resources Business Partner

On behalf of our client, a Public Sector Organisation, we are seeking a HR Business Partner for a senior post. This is full time, permanent and based in Belfast.

This role has an entry level salary of £32,910 and as with Public Sector employment salary bands, you can expect this to rise to £37,890. This is based on a 37 hour week, and a great range of benefits including: 22 days annual leave plus 13 statutory days, on-job training, a contributory pension scheme, a health cash plan which can provide help with dental, optician and medical costs (including cover for dependent children in full time education up to 18 years of age), a monthly car allowance, free employee health checks and a Cycle to Work scheme. Flexibility regarding working hours is also offered in some areas of the business.

Reporting to the HR Manager, The Senior Human Resources Business Partner will lead a team within the HR department to deliver and develop the full range of core HR services to allocated areas, in line with the corporate HR business plan, legislative and regulatory requirements.

Examples of duties include:

1. Oversee a high standard of service delivery of reporting HR team, ensuring a professional customer focussed service of all core HR services, which aligns with corporate values, requirements and key performance indicators, in respect of both internal and external stakeholders.

 

2. Support the HR manager in the development and delivery of the annual HR business plan, including the identification and embedding of HR service improvements and continuous improvement activity, e.g., ISO

3. Identify learning and development needs of reporting team in relation to legislative, regulatory or procedural change, deliver necessary training and development and ensure learning is embedded to meet each role’s requirements.

4. Contribute to the review, research and development of HR policies and procedures frameworks and protocols, as and when required, embedding these with groups.

5. Support the identification, development and implementation of systems for the recording and reporting of people metrics (including trend analysis), creating and providing timely and focussed management information reports in support of management decision making

6. Monitor HR compliance within reporting team, and across client groups, ensuring remediation where necessary and embedding of learning as required.

7. Undertake relevant projects and initiatives under direction of the HR Manager which positively support the vision, values and objectives set out in the Business and Corporate Plans.

9. Support the HR manager in the development and delivery of the annual HR business plan, including the identification and embedding of HR service improvements and continuous improvement activity, e.g., ISO

10. Provide leadership to the reporting team, and within the department as required, to ensure the delivery of HR services is in line with key performance indicators, departmental requirements, corporate HR business plan

11. Establish the role of Senior HR Business Partner as a trusted advisor to key client managers and groups, based on strong stakeholder relationship management.

12. Develop business partnering relationships at all levels of client groups, including at Director level, in order to support the delivery of HR services to those client groups and in support of delivery of the Corporate HR business plan.

13. Provide leadership for reporting team, in line with the aims and values of the organisation, ensuring effective performance management, productive 1:1 discussions, clear objective setting, completion of appraisal processes and the effective management of underperformance where required.

 

You will need:

Level six qualification (e.g., Bachelor's Degree, Graduate diploma), or above, in HR or a business-related discipline OR minimum Chartered member CIPD AND including at least two years’ experience providing HR business partnering to client groups with at least 100 employees.

OR

At least 4 years’ (gained in the last 10 years) experience providing HR business partnering to client groups, with at least 100 employees.

AND

Experience of HR business partnering to have encompassed the following:

orecruitment & selection.

oemployee relations including disciplinary, grievance, performance and attendance management.

oHR business partnering within a unionised environment.

opolicy development.

 

Experience of line managing staff in the delivery of an HR service.

Experience of leading and delivering service improvements within an HR role.

Experience in use of IT systems, including word, databases, Excel, HR information system, to produce targeted management information.

A current full driving licence and access to a suitable form of transport*
