Learning and Development Officer

On behalf of our client, a Public Sector Organisation, we are seeking a Learning & Development Partner for a senior post in their Human Resources department. This is full time, permanent and based in Belfast.

This role has an entry level salary of £32,910 and as with Public Sector employment salary bands, you can expect this to rise to £37,890. This is based on a 37 hour week, and a great range of benefits including: 22 days annual leave plus 13 statutory days, on-job training, a contributory pension scheme, a health cash plan which can provide help with dental, optician and medical costs (including cover for dependent children in full time education up to 18 years of age), a monthly car allowance, free employee health checks and a Cycle to Work scheme. Flexibility regarding working hours is also offered in some areas of the business.

Reporting to the HR Manager, the Learning and Development Partner will be responsible for the design, support and managing the delivery of corporate learning and development programmes, in line with targeted development needs of individual Directorates and the business plan as a whole.

Examples of duties include:

1. Develop, deliver, and coordinate corporate learning and development programmes to align with corporate objectives and learning needs, ensuring delivery is timely, effective and fit for purpose. This will include the corporate mandatory programme, as well as tailored and focussed programmes required by the Association and Directorate business plans.

2. Oversee a high standard of service delivery of reporting HR team, ensuring a professional customer focussed service of all core HR services, which aligns with corporate values, requirements and key performance indicators, in respect of both internal and external stakeholders.

3. Support the HR manager in the development and delivery of the annual HR business plan, including, the development of the corporate learning and development programme, the identification and embedding of HR service improvements and continuous improvement activity, e.g., ISO.

4. Identify learning and development needs of reporting team in relation to legislative, regulatory or procedural change, deliver necessary training and development and ensure learning is embedded to meet each role’s requirements.

5. Contribute to the review, research and development of HR policies and procedures frameworks and protocols, as and when required, embedding these with client groups.

6. Support the identification, development and implementation of systems for the recording and reporting of people metrics (including trend analysis), creating and providing timely and focussed management information reports in support of management decision making.

7. Monitor compliance in relation to corporate L&D requirements across client groups, ensuring remediation where necessary and embedding of learning as required.

8. Undertake relevant projects and initiatives under direction of the HR Manager which positively support the vision, values and objectives set out in Association’s Business and Corporate Plans.

9. Oversee delivery of the Corporate L&D programme across the learning and development life cycle, from analysis of training needs, through programme design and development, delivery, administration and evaluation, incorporating ongoing assessment of return on investment.

10. Deliver management training in respect of key HR areas, e.g., sickness absence management, recruitment and conflict resolution processes.

11. Develop positive relationships with external suppliers of learning and development programmes to the Association.

 

You will need:

Level six qualification (e.g., Bachelor's Degree, Graduate diploma), or above, in HR or a business-related discipline or equivalent, or minimum Chartered member CIPD AND at least two years’ experience in an HR/L&D role in respect of a client group with at least 100 employees.

OR

At least 4 years’ (gained in the last 10 years) experience in an HR/L&D role in respect of a client group with at least 100 employees.

AND

Experience of delivering learning and development to an organisational client group at a business partnering level to include:

• The assessment of learning and development needs of employees.

• Design and delivery of learning and development programmes and content in support of these needs and organisational objectives.

• Evaluation of learning and development programmes.

 

Experience of line managing at least one direct report in the delivery of an HR or learning and development service to client groups.

Experience of leading and delivering service improvements within an HR or L&D role.

Experience in use of IT systems, including word, databases, Excel, HR information system, to produce targeted management information.

 

A current full driving licence and access to a suitable form of transport*
